I thought that I had sent this information of Past District Lieutenant Governor Joe Bruggman's passing during July.

With Past District Lieutenant Governor Jim Ross' passing last month, I may have been remiss.

I only see in my files sending Joe's information to PDOs while intending to inform all club leaders to inform their club membership. Past Lieutenant Governor Joe Bruggman served our Cal-Nev-Ha District representing Division 27 during 1974-1975. Division 27 is the Division just north of us, Manteca, Escalon and north. Division 27 is the Division our Division 46 evolved from.

Many Kiwanians knew Joe. Joe was a 40 plus year member of Kiwanis. A past member of the Kiwanis Club of Turlock.

 

A great man if you read below, and a great community servant leader within Kiwanis.

Dear Campus Community:

 

It is with great sympathy that we relay the message of the passing of Joseph Edward Bruggman, founding faculty member and Stanislaus State Professor Emeritus of Music. Dr. Bruggman passed away Sunday, July 23. He was 99.

 

Dr. Bruggman came to Stan State in 1960 upon the invitation of Dr. J. Burton Vasché, the University’s first president. He started and chaired the Department of Music and pioneered activities in student government. He also served as the first Dean of Students before returning to teaching. He retired from education as Professor Emeritus in 1985, and regularly attended student and faculty performances at Stan State in retirement before moving out of the area.

 

He was born near Williams, California, and attended community college in Sacramento before earning his bachelor’s degree in music from San Jose State University, working his way through college by playing trumpet in local dance bands. While at San Jose State, he met his first wife Edna, also a music major, and they both went on to pursue careers in education. Bruggman earned his master’s degree and his doctorate from Columbia University, and taught at the University of Redlands from 1949-57. He taught music in a junior high for three years before joining the Stan State faculty.

 

In addition to his teaching career, Bruggman served in North Africa and France as an intelligence officer in the United States Army Air Corp during World War II and on active duty during the Korean War, eventually retiring from the Air Force Reserves as a lieutenant colonel after 27 years of service.

 

He was an accomplished musician and was very active in local groups, including the Modesto Symphony and his own Dixieland group, Joe's Dixie Dads, the Crippled Children's Society, the Regional Arts Council, the Arts Guild and the first Turlock Arts Council. He was a member of Kiwanis for more than 40 years, having served as President and Lieutenant General.

 

A memorial service is scheduled for 10:30 am on Monday, Aug. 28, at First United Methodist Church, 1660 Arbor Way, Turlock, with a burial to follow at San Joaquin Valley National Cemetery in Santa Nella.
